Instruction and the Grade Level Expectations for the State of
Washington.

According to the National Reading Panel, fluency is reading out
loud with proper speed, accuracy, and proper expression.
Students who read with proper fluency are more likely to understand
and remember what they have read. To learn more about fluency from

Fluency goals for the end of each grade
level: 1st grade = 50-65+ words read
correctly each minute
2nd grade = 90-100+ words read correctly each minute
3rd grade = 110-120+ words read correctly each minute
4th grade = 115-125+ words read correctly each minute
5th grade = 125-135+ words read correctly each
minute (according to Washington
State's Grade Level Expectations)
